Idaho National Laboratory (INL) is seeking an accomplished and dynamic Program Director to lead a laboratory-wide effort to achieve net-zero carbon emissions for INL within the next 10 years.

Reporting directly to the INL Laboratory Director, the chosen leader will be at the forefront in enabling Net Zero to be a foundational, underlying principle for INL's operations, research, and community interactions. Net Zero will serve as a unifying demonstration for INL's clean energy mission by developing, demonstrating, and adopting the clean energy technologies needed to realize net-zero carbon emissions. Net Zero will demonstrate by example the path forward for transitioning to a clean energy economy.

The ideal candidate will:

  • Serve as the advocate for a net-zero culture, drive INL organizational goals and measures of success toward achieving and maintaining net-zero, and coordinate and lead teams of engaged employees.
  • Work collaboratively with senior leadership, management, staff, interns, sponsors, and other stakeholders to develop, coordinate, and promote a successful net-zero effort, reducing INL's impact on the environment.
  • Effectively leverage existing programs (e.g., facility and environmental management, research and development, leadership councils, and operational improvement initiatives) to educate the INL staff and local and regional communities about net-zero efforts.
  • Collaborate with and coordinate Net Zero with the efforts at other national laboratories, as well as local and regional efforts as part of expanded, larger-scale net-zero efforts.
  • Create a laboratory-wide net-zero strategy and operational plans and set goals for INL to achieve net-zero carbon emissions within the next ten years. Collaborate with and coordinate Net Zero with other national laboratories.
  • Work across organizations and laboratory science and technology initiatives (e.g., integrated energy systems) to demonstrate and deploy INL and/or other technology and integrated systems to meet net-zero outcomes.
  • Work closely with existing sustainability and environmental-related programs, as well as INL communications, to engage employees to develop net-zero solutions, coordinate net-zero teams, and to implement net-zero actions.
  • Provide support for motivated employees and help build ample opportunity for workshops and other employee-engagement mechanisms focused on net-zero action and outcomes.
  • Work with private companies and utilities to demonstrate net-zero technologies in application areas supporting institutional outcomes. Examples include, but are not limited to, INL coach fleet electrification, on-site electricity generation behind the meter, energy efficiency, and addressing our landfill emissions.
  • Develop and maintain INL leadership in regional and national net-zero actions. Champion net-zero in the local and regional energy and environmental ecosystems. Engage the surrounding communities, tribes, the state of Idaho, and the region to promote net-zero action through education and partnership with private companies, local policymakers, and community projects.


  • A bachelor's degree is required. A bachelor's degree in an environmentally related discipline, such as physical, biological, or health sciences; engineering; sustainability; or an appropriately related field is preferred. An advanced degree is also preferred.
  • Ability to identify and evaluate technologies that will enable INL's goal of net-zero carbon emissions within ten years.
  • Proven record of sustainability/environmental advocacy and/or clean energy leadership, with relevant work experience of at least ten years. Experience working directly on net-zero programs in industry or government is desirable.
  • Experience leading teams, programs, and/or projects to achieve outcomes.
  • Ability to influence and convene diverse programs and stakeholders to action.
  • Ability to collaborate with INL government affairs and communications teams to develop internal and external communications that reach and inspire varying audiences, stakeholders, cultures, and generations.
  • Positive mindset around the power of social action toward a net-zero laboratory and nation. Energy and enthusiasm to engage and interact with the next generation of researchers and staff. Excellent communication skills in public speaking, visualizing, and writing.
  • Broad understanding of clean energy and sustainability that includes environmental justice and equality, community engagement, and other indicators beyond natural resource stewardship. Familiarity with U.S. government goals with respect to a net-zero environment, economy, and energy system.
