Responsibilities


The Director of Administration shall be responsible to the Medical Director for the day-to-day general administration of the hospital.
He/She shall be the Chief Administrative Adviser to the Medical Director and Secretary to the Board of Management.


In addition, the Director of Administration shall:


Take charge of the Department responsible for administration.
Participate in the formulation, execution, and review of policies as directed by the Medical Director and/or the Board.
Coordinate the activities of support departments in the hospital.
Conduct the correspondence of the Board and keep the records of the hospital.
Perform such other functions as the Board or the Medical Director may, from time to time, assign to him/her.


Qualifications and Experience


Candidates must possess a good first degree in Humanities, Social Sciences, or Hospital/Health Services Management from a recognized University.
Candidates must have not less than twenty (20) years of post-qualification cognate experience in the Administrative cadre in a government establishment.
Candidates must not be less than a Directorate Cadre in a government establishment.
Possession of a master's degree or any other relevant higher degree would be an added advantage.
Fellow or Associate of the Institute of Administrators of Nigeria (IHSAN) or any other relevant professional certificate is an added advantage.
Candidates must be ICT-compliant
Working experience in a hospital is an added advantage.


Salary and Conditions of Service


Salary and conditions of service shall be in accordance with the Public Service salary structure for this category of offices.


Tenure


The Director of Administration shall hold office effective from the date of appointment, inclusive of any period previously served as a Director in any other organization in the Public Service, provided the officer does not attain the mandatory retirement age of sixty (60) years or thirty-five (35) years of service (whichever comes first) and on such terms and conditions as may be specified in the letter of appointment.

In July, 1963, the then Mid-Western Region of Nigeria with its headquarters in Benin City, was created by an Act of Parliament. This was followed by the exodus of civil servants of Mid-Western origin from the Old Western Region to Benin City. In this group were five (5) Nurses and six (6) Ward Order... read morelies, who were working at the Psychiatric Hospital, Aro-Abeokuta headed by Mr. James Omo Obaseki, who was a Senior Nursing Superintendent.
On arrival they were deployed to the General Hospital (Now Central Hospital), Benin City, where a Psychiatric Unit was established through the encouragement of Chief Jereton Mariere, first Governor of Mid-Western region and Chief Olu Akpata, the Permanent Secretary, Ministry of Health.
In 1964, the old Iyekuselu Districk Council Maternity/Dispensary located in Uselu was acquired by the Mid-Western regional government and the Psychiatric Unit was moved in and named Nervous Disease Clinic, Uselu. The Nervous Disease Clinic started with the acquired three dilapidated buildings giving accommodation to eight (8) in-patients and rendering out-patients services for both psychiatric and physical ailments.
The hospital which became popularly known as Uselu Clinic took off on Monday, 7th December, 1964, under the supervision of dr. N. O. Azinge, a specialist physician in the absence of any psychiatrist. This was the only psychiatric hospital in the mid-western region (later Bendel State and now Edo State).
In October, 1975, the Federal Military Government took over the hospital from the then Bendel State Government. An interim Management Board for Neuro-psychiatric Hospitals under the Federal Ministry of Health was inaugurated in 1977 and the name Nervous Disease Clinic, Uselu was changed to Neuro-Psychiatric Hospital, Uselu, Benin City. The name was again changed to Psychiatric Hospital, Uselu, Benin City, by Decree No.42 of 1979 which established the Psychiatric Hospitals Management Board. The Board was dissolved in 1994 during the military regime and remained so unitl the current civilian regime. The incumbent Medical Director is Dr. (Dr. S. O. Olotu, who assumed office in March 2012.
